CBS owns more stations than the ones that carried Penn. They could have put it on in more cities. Penn could always set up an internet radio show if he still wants to do a radio show. He could sell ads on the site and in the show to make up the cost; maybe he could even charge a little for the downloads. He could finally say "Bullshit" instead of "Bull's hit". There are ways to solve this if people wanted to do so.

EDIT: He would also own all his shows. He could present them all for download as he pleased.

I imagine, that while corporate CBS produces and owns the shows aired, it is up to the local affiliate stations to program their own schedules. So maybe CBS could have promoted the show more to the affiliaes, or given them some incentive to program it, they probably don't really have much control over those actual decisions. I think the show was only airing in 6 or 7 markets, so I'm sure you can understand why CBS wouldn't want to continue spending money on it. It sucks, but that's business.
